How to read a sunscreen test report without overclaiming
A field guide to matching a sunscreen report to the exact product, method and market—and recognising what a certificate, summary or screenshot leaves unresolved.

Quick answer
A sunscreen test report is useful only when you can connect the exact tested sample to the product being sold. Check the product and formula identity, market, laboratory, report date, method edition, result and authorised claim. A certificate headline or cropped screenshot may be genuine while still being too incomplete to verify the current product.
The goal is not to conduct a forensic fraud investigation from a PDF. It is to avoid turning a limited document into a broader claim than the document can support.
The practical read
The seven checks that matter
- Identity
- Exact product, sample code, market, formula or pack—not just a brand name.
- Method
- Named standard and edition, because SPF, UVA and water resistance are different procedures.
- Result
- The measured outcome and permitted claim, not only the claim printed in an advertisement.
- Continuity
- Evidence that the tested sample is the formula currently being sold in India.
1. Match the product before reading the number
Start with the report header, sample description and any annexures. Record:
- exact product name;
- brand and manufacturer or client;
- sample, batch or laboratory code;
- dosage form, shade or variant;
- market and pack size where stated;
- received and tested dates; and
- formula or composition reference where provided.
“Brand X sunscreen” is not enough if the brand sells multiple SPF values, tints or formulas. India's Cosmetics Rules make product and pack identity materially relevant, and they prohibit false or misleading cosmetic claims. CDSCO
2. Identify the exact question the method answered
Look for a named standard and edition, not only “tested as per international standards”. ISO 24444:2019 is an in-vivo SPF method focused on erythema. ISO 24444 ISO 24443:2021 is an in-vitro UVA method that can support several spectral calculations. ISO 24443
Those are not interchangeable. A report that establishes SPF does not automatically establish PA++++, visible-light protection or water resistance.
3. Separate the measured result from the label claim
A useful report shows more than a large marketing number. Depending on the method, look for:
- the measured or calculated result;
- statistical treatment or confidence information required by the method;
- the number of valid test subjects or measurements where applicable;
- exclusions or protocol deviations;
- the claim that the result permits; and
- authorised signatures, page numbers and report status.
The BIS SPF method includes controlled test and reporting requirements. BIS A one-page certificate may summarise the outcome, but it cannot be assumed to contain the full protocol record.

4. Ask who supplied and who commissioned the sample
“Independent laboratory” can describe the laboratory's corporate relationship, but it does not automatically explain who commissioned the work, supplied the sample or selected what was published.
Record those facts when the report states them. When it does not, use “laboratory report commissioned by the brand” or similarly precise wording instead of implying a regulator independently selected and tested a retail pack.
5. Check dates without inventing a reformulation timeline
The received date, test date, issue date and current product-verification date answer different questions. An older report may remain valid evidence for an older formula while being insufficient for today's pack.
Do not infer an exact reformulation date from two documents. The defensible statement may be: “This formula was observed no later than the report date, and the current formula remains unconfirmed.”
6. Look for the complete document boundary
Before treating a file as complete, check:
- page numbering and total pages;
- appendices or missing annexures;
- cropped headers, footers or signatures;
- corrections, superseded versions or draft watermarks;
- a public verification route from the issuing laboratory; and
- whether the URL comes from the laboratory, manufacturer, regulator or a repost.
Absence of a public PDF does not prove that no test occurred. It means Layer & Strand cannot independently examine that report.
7. Keep practical performance outside the certificate
Even a well-matched SPF and UVA report does not establish:
- cast on different skin tones;
- eye comfort;
- pilling with a routine;
- fragrance tolerance;
- ease of applying the tested amount; or
- protection after an untested day of sweat, wiping and underapplication.
Those need different evidence. A formula analysis can describe ingredients; hands-on testing can describe observed use; neither should be silently substituted for a protection test.
What we could not verify
A public report usually cannot prove that every retail unit is identical to the tested sample. Until the exact current Indian formula is connected to the document, describe the result as applying to the named tested sample—not every product carrying the brand name.
Bottom line
Read a sunscreen report in this order: sample, method, date, result, claim, current-formula match. If one of those links is missing, preserve the report as evidence but narrow the conclusion.
